Resumen El presente artículo tiene como principal objetivo analizar la forma de provisión de bienes y servicios de los Ayuntamientos de Alicante y València (2005-2016). Para ello, llevaremos a cabo un análisis del presupuesto por capítulos para determinar el reparto de fondos entre los distintos actores que forman las redes de políticas públicas de cada consistorio. Entre las evidencias que hemos encontrado podemos destacar que dicho fenómeno se ha visto, ciertamente, afectado por la crisis económica que ha hecho variar las estrategias. Within the paradigm of Smart Cities, the role played by urban communities is becoming ever more crucial. This chapter, in particular, explores the paradigm of “Shared administration” as the most effective urban governance model that helps urban communities to operate as smart communities taking care and regenerating common urban spaces. According to this administrative culture, the “Regulation for collaboration between citizens and administration” and the “Pact” are measures to implement practical opportunities to empower citizens, to free their energies and to enhance their knowledge and competences in a renewed alliance with the public institutions.

Active citizenship and collaborative governance can be supported to enhance urban regeneration and social inclusion through Dynamic Performance Governance (DPG). The problem of urban decay and urban decline is identified as the main problem that continues to affect cities and urban areas. The spreading of privately organised and often gated neighbourhoods in many regions of the world has triggered a widespread discussion about the relations between social and urban development. This paper presents some reflections on the economic and political organisation of this type of housing. First, the club goods theory is used to explain the potential attractiveness of this form of housing for developers, local governments as well as residents.
